SWIRPO WORKSHOP


The Divisional Police Commander West (DPC/W) Senior Superintendent of Police (SSP) Tomu Bulimaibau has described the first ever Senior Workshop on International Rules Governing Police Operations (SWIRPO) held in Amman, Jordan earlier this month as a unique opportunity to network with international law enforcement officers from more than 45 countries on international best practices regulating law enforcement operations.

The workshop was focused on “Law Enforcement, Crowd Management and Humanitarian Considerations” and facilitated by the International Committee of the Red Cross (ICRC).

Topics covered included the trends and developments in the use of new technologies to maintain public order, crowd management and judicialization, the role of the internal security media in educating and raising awareness of international humanitarian law and international human rights law, humanitarian constraints in the planning of public order operations to name a few.

SSP Bulimaibau while providing a back brief of the workshop to the Commissioner of Police Brigadier General Sitiveni Qiliho said, “It was a great opportunity to meet and exchange experiences on law enforcement challenges, lessons learned, innovative responses and good practices".

SSP Bulimaibau said the workshop comprised a mixture of presentations, lectures, panel discussions, in both plenary and syndicate sessions.

“The thematic focus of SWIRPO 2022 focused on law enforcement, crowd management and humanitarian considerations both which are important not only from a humanitarian perspective but for law enforcement agencies worldwide”.
